Sub: Timeline for Inter Railway Own Request Transfers.

The existing process of inter railway transfers is currently devoid of strict timelines for completion of various stages. While the Human Resource Management System (HRMS) facilitates these transfers, the absence of a defined time limits has led to a lack of efficiency and transparency in the processes involved.

Recognizing the need for a more streamlined and regulated approach, Board have decided to adopt following biannual timelines for own request transfers:

1) Divisions/Unit to assess provisional no. of staff and categories who can be spared i.e Divisions to make an action plan for Inter Railway Own Request Transfers.

Target Date: 1st cycle: 10th April of every year
Target Date: 2nd cycle: 10th October of every year

2) Division/Units to convey consent for accommodating the staff or reject the request.

Target Date: 1st cycle: 30th April of every year
Target Date: 2nd cycle: 30th October of every year

3) Final plan of Divisions for Own Request Transfers to be prepared by Divisions based on decisions received from Divisions/Units. Cases rejected by Divisions to be accounted for by the transferring Division and if necessary, further go down the priority list and advise other Divisions/Units.

Target Date: 1st cycle: 10th – 20th May of every year
Target Date: 2nd cycle: 10th -20th November of every year

4) Next set of Divisions where staff is to be transferred to give consent for accommodating or reject.

Target Date: 1st cycle: 31st May of every year
Target Date: 2nd cycle: 30th November of every year

5) The cycle to continue till 30/6 or 30/12.

Request Transfers stopped for 3 months
Relieving by 30/9 for 1st cycle or 30/3 for 2nd cycle

Sub: Appointment on Compassionate Grounds — cases of second wife and her wards.

Attention is invited to Board’s letter No.E(NG)II/2016/RC-1/CR/12(Pt) dated 30.12.2019 (RBE No.218/2019) in terms of which appointment on compassionate ground of children born to second wife of ex-Railway employee could be considered, subject to the conditions stipulated therein. The issue of date of applicability of these instructions have been under consideration of Board for quite some time owing to spate of litigations in various courts.

3. The instructions contained in Board’s letter No.E(NG)II/2016/RC-1/CR/12(Pt) dated 30.12.2019 (RBE No.218/2019) have been reviewed by the Board in the context of their date of applicability and it has now been decided that these instructions are effective from the date of Hon’ble Supreme Court’s order dated 11.12.2018 in Civil Appeal No.12015 of 2018 (arising out of SLP(C) No.32004/2016) titled as Union of India vs. V.R. Tripathi.

Cabinet approves Productivity Linked Bonus (PLB) of Rs 1968.87 Crores for railway employees

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved Productivity Linked Bonus (PLB) equivalent to 78 days’ wages for the financial year 2022-23 to all eligible non-gazetted Railway employees namely Track maintainer, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial Staff and other Group ‘C’ staff (excluding RPF/RPSF personnel).

In recognition of this excellent performance by the Railway staff, Union Government has approved payment of PLB of Rs 1968.87 crore to 11,07,346 railway employees. The performance of Railways in the year 2022-2023 was very good. Railways loaded a record cargo of 1509 Million Tonnes and carried nearly 6.5 Billion Passengers.

Many factors contributed to this record performance. These include improvement in infrastructure due to infusion of record Capex by the Government in Railways, efficiency in operations and better technology etc.

Payment of PLB will act as an incentive to motivate the Railway employees for working towards further improvement in performance.
