Minister Ashwini Vaishnaw unveils financial upgradation scheme for 2.56 lakhs Gramin Dak Sevaks working in Department of Posts

Union Minister of Communications, Railways and Electronics & Information Technology Shri Ashwini Vaishnaw today unveiled a financial upgradation scheme to improve service conditions and remove stagnation in service of more than 2.56 lakhs Gramin Dak Sevaks (GDSs) working in the Department of Posts. The GDSs serve as the backbone of the Department of Posts in rural areas and play a vital role in delivering postal and financial services to the remotest part of our nation.
KEY FEATURES OF THE GRAMIN DAK SEVAKS (GRANT OF FINANCIAL UPGRADATION) SCHEME, 2024.
- Every Gramin Dak Sevak will get three financial upgradations on completion of 12, 24 and 36 years of service amounting to Rs 4,320/-, Rs. 5,520/-, and Rs 7,200/- per annum respectively.
- This is in addition to the remuneration provided to GDS in the form of ‘Time Related Continuity Allowance (TRCA)’.
- In a significant step to improve the service conditions of GDS, this scheme is expected to benefit more than 2.56 lakh GDSs and remove stagnation in their service.

Will the Minister of Communications be pleased to state:
(a) the number of post offices across the country, along with the total number of savings accounts in these post offices and the facilities provided to the account holders;
(b) whether post offices have been established in all the major villages in the country to ensure the smooth implementation of communication systems;
(c) if so, the details thereof;
(d) whether all post offices in the country have been equipped with modern technology; and
(e) if so, the specifics of these modernisation efforts?

REGARDING “ESTABLISHMENT OF POST OFFICES FOR IMPLEMENTATION OF COMMUNICATION
SYSTEMS.”
(a) Postal Circle-wise details (including States and Union Territories) of the number of Post offices along with the total number of savings accounts as on 31.03.2023 are given at Annexure-I.
The savings account holders have the facility of availing the Automated Teller Machine (ATM), Issuance of Cheque book, Internet Banking, Mobile Banking, various types of SMS alerts, e-Passbook for viewing the balance and account statement, Funds transfer from bank accounts to post office accounts and vice versa through National Electronic Fund Transfer (NEFT) and Real Time Gross Settlement (RTGS), Electronic Clearing Services (ECS) facility for crediting the interest and maturity amount in bank accounts, Interactive Voice Response System (IVRS) facility under Core Banking System (CBS).
(b) & (c) There are 1,49,478 post offices (including Head Post Offices, Sub-Post Offices and Branch Post Offices) in rural areas of the country. These post offices provide access to postal facilities and other services to ensure smooth implementation of communication systems. Postal Circle-wise details (including States and Union Territories) of number of post offices in rural areas in the country as on 31.03.2023 are given in Annexure-II.
(d) & (e) All Departmental Post Offices in the country have been computerized and networked under the Information Technology (IT) Modernization Project. Branch post offices functioning in rural areas of the country have been provided with mobile devices for carrying out online postal, financial and insurance transactions
